This is an interesting concept, in line with what seems more logical to me - local control for public schools. After all, we live in the community with school board members, so who better to monitor schools and ensure accountability?
There is a website discussing this, Cloaking Inequity, with the catchy motto 'Reforming reformers' reforms since 2012.' Here is the 'Community-Based Accountability' plan, from University of Texas Associate Professor of Educational Policy and Planning Julian Vasquez Heilig. Here is a paper that discusses strengthening local control from, strangely enough, the Federal Bank of Cleveland. And here is a paper from Stanford about Education Reform which has a good background in the history of education in the U.S. Please share this information, let's get more people in on the discussion.
